Front cameras and webcams often save the picture the way a mirror shows you, so writing on a shirt or a sign reads backwards. A horizontal flip puts it the right way round. On an iPhone, Settings > Camera > Mirror Front Camera decides whether selfies are saved mirrored.

A vertical flip mirrors top and bottom, like a reflection in water. That's different from turning the picture 180°, which you can do here too.

Each image is saved in its own format: a JPG stays a JPG, at the quality you pick, and a PNG stays a PNG with its transparency. Other formats, such as HEIC or WebP, come out as PNG. You can also pick PNG or JPG for all of them.

macOS comes with sips, which flips from Terminal:
