SRT (SubRip) numbers each subtitle and writes times with a comma, as in 00:00:01,000. VTT (WebVTT), the format web video players read, starts with a WEBVTT line, writes times with a period and can also hold positions, styles and speaker tags. TXT keeps only the words.
Converting VTT to SRT drops what SRT can't hold, such as positions and speaker tags, and keeps italic, bold and underline. Converting to TXT drops every tag and timing, one subtitle per line.
If every subtitle shows up the same amount too early or too late, shift the timing: −1.5 moves them all 1.5 seconds earlier, 2 moves them 2 seconds later. The shift is the same for every subtitle, so it won't fix subtitles that drift further apart as the video plays.
Older Korean subtitle files saved as EUC-KR open without broken characters, and the result is saved as UTF-8.

Questions
Open the SRT file or paste it, keep VTT selected, and download the result. VTT is picked for you when the input is SRT.
Pick Text (TXT). You get the words without numbers or timings, one subtitle per line, ready to copy.
Italic, bold and underline stay in SRT and VTT. Positions, styles and speaker tags only exist in VTT, so they're dropped when you convert to SRT.
They were probably saved as EUC-KR. This converter reads that encoding when a file isn't UTF-8 and saves the result as UTF-8.
No. They're converted in your browser and never leave your computer.
