9:16 fills the screen on TikTok, Reels and Shorts. 4:5 and 1:1 suit an Instagram feed post, and 16:9 is the shape of a regular YouTube video. Free keeps any box, such as a video with black bars cut off.
The box stays in one place for the whole video. When the subject moves across the frame, scrub through it before cropping and place the box where it stays in view.
An MP4 with H.264 video that plays on phones, in browsers and in editors. The picture is encoded again at high quality; the sound is copied as it is when an MP4 can carry it, and encoded to AAC when it can't.
Cropping keeps the pixels inside the box and adds none. A 9:16 box on a 1920 × 1080 video comes out at 608 × 1080, and the apps scale it up to fill the screen. For a sharper vertical video, start from 4K, where the same box is 1216 × 2160.
FFmpeg's crop filter takes the width, height and the top-left corner of the box, in that order. This is the middle 9:16 of a 1920 × 1080 video, with the sound copied:
- ffmpeg -i input.mp4 -vf "crop=608:1080:656:0" -c:v libx264 -crf 18 -c:a copy output.mp4

Questions
No. The video is decoded, cropped and encoded in your browser. Nothing is sent anywhere.
Pick 9:16 and drag the box over the subject. The sides outside the box are cut off, and what's left fills a phone screen.
A crop keeps only the pixels inside the box. The tool doesn't enlarge them, because that adds size without adding detail.
Every frame is encoded again, at high quality, so the loss is small. The sound loses nothing when it can be copied.
Whatever your browser can decode: MP4, MOV, WebM and most MKV files. The result is always an H.264 MP4.
It depends on the video's length and your computer, since every frame is decoded and encoded again. Keep the tab open until it finishes.
