A video file keeps its picture and its sound in separate tracks. The tool copies the picture track into a new file and leaves the sound tracks out, so nothing is encoded again: the picture is identical to the original, and the file is smaller by the size of the sound.
H.264 and HEVC video, the kind phones and most cameras record, comes out as an MP4, MOV files included. VP8, VP9 and AV1 video from a WebM or MKV stays in a WebM, so it can be copied too.
It removes all the sound, from start to end. To silence only part of a video, or to keep the voice and drop the music, you need an editor.
The same job in ffmpeg: -c copy copies the streams as they are, and -an leaves the audio out.
- ffmpeg -i input.mp4 -c copy -an output.mp4

The sound track is gone, and that was part of the file. How much smaller depends on how long the video is and how much space its sound took.
MP4, MOV, WebM and MKV with H.264, HEVC, VP8, VP9 or AV1 video. H.264 and HEVC come out as MP4, the others as WebM.
No, this tool takes out all of the sound. Muting a stretch of it means editing the sound, which needs an editor.
